The Lower Manhattan Development Corporation took ownership of the building known as the Deutsche Bank at 130 Liberty Street on August 31, 2004. Since then, the LMDC worked with an independent licensed air testing company, TRC, to conduct air sampling. LMDC and TRC have also expanded the program for air monitoring that was used by the previous building owner.

The purpose of the air monitoring program is to supervise air quality in the vicinity of 130 Liberty Street during the deconstruction of the building on that property. Currently, the program includes hourly air sampling, seven days a week at 12 locations – four on the ground, four on the building, and four on surrounding buildings.

The daily sampling at each of the eight locations includes air sampling and analysis for the following materials:

• PM 10 – respirable particulate
  
• PM 2.5
  
• Asbestos
  
• Crystalline silica
  
• Dioxins/furans
  
• Polycyclic aromatic hydrocarbons (PAHs)
  
• Polychlorinated biphenyls (PCBs)
  
• Metals, including antimony, barium, beryllium, cadmium, chromium, copper, lead, mercury (gaseous and particulate-bound), manganese, nickel, and zinc.

Results are reviewed by the independent licensed air testing company and the asbestos TEM air sampling results are also sent regularly to the New York City Department of Environmental Protection (NYCDEP) and other regulatory agencies for their review. Monitoring Conducted by the Lower Manhattan Construction Command Center

While LMDC is monitoring air quality specifically for the 130 Liberty St. project, the Lower Manhattan Construction Command Center (LMCCC) has implemented an air quality monitoring program (AQMP) to monitor the cumulative impact of all Lower Manhattan construction projects. The LMCCC program will monitor for construction related particle matter only (PM 10 and PM 2.5). The data will assist the LMCCC in managing overall construction in Lower Manhattan and in determining if construction-related activities are assembly area.
