Notice for Early Public Review of a Proposal in the 100-Year Floodplain
The Lower Manhattan Development Corporation ("LMDC"), a subsidiary of the Empire State Development Corporation (a political subdivision and public benefit corporation of the State of New York) proposes to provide funding to the New York City Department of Parks and Recreation (DPR) for construction of a new and expanded playground (the "Playscape") and reconstruction of surrounding planting areas and paths on a 1.4 acre portion of The Battery, a 25-acre park at the southern tip of Manhattan (the "Project"). The Project site is on the eastern side of the park, between State Street and South Street, and is currently occupied by a 1950's era playground, extensive pavement, and park landscaping. The new design will replace the worn and outdated playground and surroundings with new equipment, innovative water management, increased green space and imaginative play experiences. Passive and active recreation areas and the circulation system within the site will be redesigned and enhanced. Supporting utilities including lighting, irrigation and drainage systems will also be replaced. The Playscape, designed by BKSK Architects and Starr Whitehouse Landscape Architects and Planners, will be set within rain gardens that will filter urban runoff. Play features will include Adventure Bluffs (multiple granite slides built into elevated landforms with boulder scrambles), sand play, boardwalks, elevated playhouses within a tree canopy and a theater structure for improvisational performance. The Project is located within the 100-Year Floodplain. As the proposed Project would decrease impervious surfaces and would continue the site's use as landscaped parkland, the Project would have no adverse impacts to floodplain functions or values and is anticipated to improve the site's capacity to handle flooding.

This notice is provided pursuant to Section 2(a)(4) of Executive Order 11988 for Floodplain Management and 24 CFR § 55.20(b), regulations of HUD, concerning financial assistance for activities that are within and/or affect a floodplain. The acreage of the Project within the 100-year floodplain is approximately 1.4 acres (60,984 square feet).
Written comments on the early floodplain notice may be submitted to LMDC but must be received by LMDC by 5 PM on March 10, 2017 or they will not be considered.
